Born in 1952, Chu graduated from National Taiwan Normal University in 1976, and received diplomas from L'Ecole Nationale Supérieure Des Beaux-Arts De Paris in 1983, and L'Ecole Nationale Supérieure Des Arts-Decoratifs De Paris in 1984. He also studied at the Lee Chun-shan studio since 1974. Chu served as the director of School of Fine Arts, Graduate Institute of Art History Program, International Exchange Center, dean of Office of Research and Development, dean of School of Film and New Media, and director of Department of Animation at the Taipei National University of the Arts. He is currently the director of Kuandu Museum of Fine Arts as well as the professor of the Department of Fine Arts, Taipei National University of the Arts. Chu is also the board member of the Lee Chun-shan Modern Painting Foundation.

As one of the key figures in the art scene, art education and arts administration in Taiwan, Chu’s endeavors have made great influences on higher education and international exchange. He was invited as visiting scholar in Australian National University, L'Ecole Nationale Supérieure des Arts-Decoratifs de Paris, École Nationale Superieure d’Art de Bourges in France, Sungshin Women's University, Chonnam National University and Seoul National University in Korea, as well as Tokyo University of the Arts, Kyoto University of Art & Design in Japan and University of the Arts London in UK. Chu has been involved with many public arts projects and the establishment of the Art Bank in Taiwan. He is the committee member of the National Taiwan Museum of Fine Arts and Taipei Fine Arts Museum. In the meantime, he is the advisor for visual arts section of the Ministry of Culture and the National Culture and Arts Foundation.

Chu is an artist whose practices focus on abstract painting and plays an important role in Taiwan contemporary art scene. He has exhibited internationally both in solo and joint exhibitions. His works are in private and public collection at the National Taiwan Museum of Fine Art, Taipei Fine Arts Museum, Kaohsiung Fine Arts Museum in Taiwan, White Rabbit Gallery in Australia, and Seoul Museum of Art, Gwangju Museum of Art in Korea.
